Waste Licence Guidance
Under the Waste and Contaminated Land (Northern Ireland) Order 1997 and the Waste Management Licensing Regulations (Northern Ireland) 2003, all activities involving the treatment, keeping or disposal of waste must be authorised by NIEA and must be carried out in accordance with that authorisation.
The Waste Management Licensing regulations (Northern Ireland) 2003 came into operation in December 2003. NIEA are responsible for granting licences, setting conditions on licensing activities and monitoring site to ensure compliance with licence conditions.
Under the Waste and Contaminated Land (Northern Ireland) Order, a waste management licence is required to authorise the deposit, treating, keeping or disposal of controlled waste on any land, or treatment or disposal of controlled waste by means of mobile plant.
The department cannot issue a waste management licence unless you demonstrate at the time of application that:
- You hold the required planning permission.
- You have a water discharge consent (if required).
- You are a fit and proper person.
To apply for a waste licence, you will be required to sign in using a Government Gateway account. If you do not have a Government Gateway account, then there is a link to register for one.

Waste Licence Modification

Before you apply- Please give details about the modifications that you want us to make to the condition(s) of your licence
- Refer back to the number of the existing condition on your current licence. Include new working plan, financial provision, other plans and drawings and, where appropriate, a copy of any additional planning consent or environmental assessment.
- Please remember that we can only modify the conditions of your licence
- A modification is not required if the existing conditions are not exceeded
- Site information can not be modified. Please apply for new licence if you have any modifications to Site boundary.
