Registration of Carrier Guidance
Applying for Registration as a Carrier of, Broker of, or Dealer in controlled waste. Carriers, Brokers and Dealers businesses carrying controlled waste as part of their business or for profit are required to register as a carrier. Most businesses arranging to dispose or recover waste for others are required to register as a broker. Most businesses using an agent to buy and then sell waste need to register as a dealer.
Businesses that only transport, broker or deal in certain types of waste and some organisations are eligible to register as ‘Lower Tier’. All other people must register as ‘Upper Tier’.
Each of the ROC registrations (new or renewal) will require you to sign in using a Government Gateway or NIDA account. If you do not have a Government Gateway or NIDA account, then there is a link to register for one.
New Upper Tier Carrier (New Registrations Only)
Application for registration as an Upper Tier Carrier / Broker of, or Dealer in, controlled waste
Before you apply- There is a £180.00 fee.
- You will need a credit or debit card, BACS payments are also accepted. Note: This method may increase the length of time taken to process your application.
- You will need to provide copies of supporting documents – please see 'More Info' for further details on what's accepted as proof of address.
Upper Tier Carrier Renewals (Renewing Existing Registrations Only)
Use this form to renew your registration as an Upper Tier Carrier/Broker/Dealer of Controlled Waste (Northern Ireland) from Northern Ireland Environment Agency. If you have not renewed by the expiry date your licence will be closed and a new licence will be required.
Before you apply- There is a £90.00 fee.

New Lower Tier Carrier
Application for registration as a Lower Tier Carrier

Upper Tier Carrier Modifications
Use this form only to modify your Upper Tier or Lower Tier Waste Carrier Licence. It is the responsibility of the licence holder to notify the Northern Ireland Environment Agency (NIEA) and ensure that the licence holder is always contactable while also ensuring NIEA records and online registers remain accurate and up to date.
Before you apply- There is a £46.00 fee for changing the licence type (for example changing from ‘Carrier’ to ‘Broker’). To pay this you will need a credit or debit card, BACS payments are also accepted.
- All other changes like changing the main point of contact on the licence, your email, address or telephone number can be done free of charge.
Upper Tier Carrier Cancellations
Use this form to cancel your registration as an Upper Tier or Lower Tier Waste Carrier in Northern Ireland. It is the responsibility of the licence holder to notify the Northern Ireland Environment Agency (NIEA) when a licence is no longer required and that all information/records are kept up to date.
